Reappropriates balances from Development and Enhancement Fund projects for the Department of Parks and Tourism, effective July 1, 2019, including $1,880,437 for state property maintenance and repairs, $3,795,779 for Delta Heritage Trail State Park construction, and $7,700,000 for a new visitor center at Petit Jean State Park.

Reappropriates cash fund balances for War Memorial Stadium improvements totaling $517,607, including field turf maintenance ($435,000), restroom upgrades ($42,500), and scoreboard replacements ($33,336).

Reappropriates $7,791,791 from the Arkansas Natural and Cultural Resources Grant and Trust Fund for acquisition, management, stewardship, and preservation of state-owned lands, historic sites, buildings, and structures.

Requires all contracts and obligations to comply with state purchasing laws, accounting procedures, and revenue stabilization laws, and permits agencies to supplement state funds with grants, donations, and federal funds.

Declares an emergency effective July 1, 2019, citing the state constitutional prohibition on appropriations exceeding one year and the essential need for immediate funding of agency operations.
