Reappropriates $500,000 from the balance of Act 118 of 2018 to the Workers' Compensation Commission for major maintenance, renovation, repair projects, construction, and HVAC system upgrades, effective July 1, 2019.

Prohibits contracts and obligations from exceeding available State Treasury funds, but permits the Commission to accept grants, donations, and Federal funds to supplement state appropriations.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Establishes that funds must be disbursed in compliance with stated reasons documented in budget manuals, agency requests, executive recommendations, and legislative council minutes.

Declares an emergency effective July 1, 2019 based on constitutional restrictions limiting appropriations to one-year periods and the essential need for agency operations.
