Reappropriates balance appropriations from Act 220 of 2018 to the Arkansas Economic Development Commission effective July 1, 2019, totaling approximately $213.9 million across multiple funds and programs.

Allocates $20 million to the Economic Development Incentive Quick Action Closing Fund for attracting new business, $3 million for workforce training incentives, and $7 million for bond payments on Amendment 82 economic development projects.

Provides $13.4 million for grants and loans to support public works, job training, industrial parks, aircraft and aerospace expansion, port and waterway projects, and water/sewer systems.

Appropriates $37.5 million from the Economic Development Incentive Fund for financial incentives to companies locating new facilities or expanding existing operations in Arkansas.

Includes smaller allocations for rural services including African American cemetery improvements ($9,857), public building grants ($39,588), county fair support ($5,625), minority business development ($293,269), and Innovate Arkansas Fund operations ($323,310).
