Reappropriates $2,807,810 in federal funds to the State Military Department for construction and renovation of Professional Education Center Dining Facility, effective July 1, 2019.

Reappropriates $2,348,000 from the Armory Construction Fund to the State Military Department for repair, construction, renovation, landscaping and maintenance of armories, hangars, and other Arkansas National Guard properties, effective July 1, 2019.

Prohibits contracts or obligations exceeding available State Treasury funds, though agencies may accept grants, donations, and federal funds to supplement appropriated amounts.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Declares an emergency effective July 1, 2019, as required by Arkansas Constitution which prohibits appropriations for more than one year.
