Reappropriates balances from capital improvement appropriations for the Arkansas Agriculture Department effective July 1, 2019, from multiple funding sources including the Development and Enhancement Fund, Livestock and Poultry Special Revenue Fund, Bond Proceeds, and Natural and Cultural Resources Grant and Trust Fund.

Appropriates $18,690 for agricultural disaster-related maintenance, renovation, and facility improvements; $22,210 for similar purposes; $10,000,000 for maintenance and air tanker contracts; $10,000,000 for facility improvements; and $6,000,000 for new office space, laboratories, and support facilities.

Appropriates $847,200 in grants for County and District Fair property improvements and $13,800,000 as a grant or low-interest loan to the Plant Board for Boll Weevil Suppression and Eradication Act debts.

Appropriates $69,563 from the Livestock and Poultry Special Revenue Fund for Necropsy Room construction and improvements, $60,000,000 from Bond Proceeds for new office space and laboratory facilities, and $1,000,000 for acquisition and preservation of state-owned lands and historic sites.

Requires compliance with state purchasing laws, accounting procedures, and revenue stabilization laws; permits use of federal funds, grants, and donations to supplement appropriations; declares an emergency effective July 1, 2019.
