Reappropriates $20,000 and $2,000 from Act 117 of 2018 to the Department of Health for grants to community organizations providing hunger relief programs, effective July 1, 2019.

Reappropriates $11,000,000 from Act 117 of 2018 for the Department of Health to conduct maintenance, renovation, equipping, construction, acquisition, improvement, upgrade, and repair of real property and facilities, effective July 1, 2019.

Reappropriates $209,827 from Act 117 of 2018 for personal services and operating expenses of the Office of Health Information Technology (OHIT), the State Health Alliance for Records Exchange (SHARE), and grants to rural or critical access hospitals, effective July 1, 2019.

Restricts use of appropriated funds to State Treasury funds available and prohibits use of maintenance and general operations funds for these purposes, while allowing supplementation with grants, donations, federal funds, and unobligated cash income.

Declares an emergency effective July 1, 2019 to ensure continued operation of Department of Health programs, as required by the Arkansas Constitution's one-year appropriation limit.
