Reappropriates $101,000 in unobligated capital improvement funds from Act 35 of 2018 to the State Insurance Department, effective July 1, 2019.

Allocated funds support cemetery maintenance and operations for insolvent, licensed perpetual care cemeteries in court-ordered receivership or conservatorship for five or more years, with acquisition costs not exceeding $1,000 per cemetery.

Permits use of funds for grants to non-profit and government entities for care and improvement of historic perpetual care cemeteries.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and Department of Finance and Administration regulations in fund disbursement.

Declares an emergency effective date of July 1, 2019 to ensure continuity of agency operations under the state constitutional one-year appropriation limit.
