Reappropriates $265,271 in balance from Act 46 of 2018, Item (A) to the Department of Finance and Administration - Building Authority Division for maintenance, renovation, equipping, construction, acquisition, improvement, upgrade and repair projects for state-owned real property and facilities, effective July 1, 2019.

Reappropriates $24,825 in balance from Act 46 of 2018, Item (B) to the Department of Finance and Administration - Building Authority Division for the same purposes, effective July 1, 2019.

Reappropriates $160,000,000 in balance from Act 46 of 2018, Section 2, Item (A) for various maintenance, renovation, equipping, construction, acquisition, improvement, upgrade, and repair projects for state-owned real property and facilities, effective July 1, 2019.

Requires all funds to be disbursed only from State Treasury funds actually available and in compliance with state purchasing, accounting, budgetary procedures, revenue stabilization, and fiscal control laws unless otherwise specified by law.

Declares an emergency effective July 1, 2019, stating that the appropriations are essential to agency operations and that delays could cause irreparable harm to governmental programs.
