Reappropriates the balance of capital improvement appropriations for the Department of Finance and Administration - Management Services Division for AASIS implementation modernization costs, effective July 1, 2019, in an amount not to exceed $32,200,000, to be paid from the Development and Enhancement Fund.

Authorizes institutions and agencies to accept and use grants, donations, Federal funds, and unobligated cash income to supplement State Treasury funds for project financing, provided Maintenance and General Operations funds are not diverted for these purposes.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws and Department of Finance and Administration regulations in disbursement of appropriated funds.

Declares an emergency effective July 1, 2019, citing the Arkansas Constitution's one-year appropriation limit and the necessity of immediate funding for agency operations to prevent irreparable harm to essential governmental programs.
