Reappropriates $500,000 from the balance of Act 45 of 2018 for major maintenance, renovation, repair, or construction projects as contingency appropriation for capital projects, effective July 1, 2019.

Reappropriates $15,700,000 from the balance of Act 45 of 2018 for State Motor Vehicle Acquisition, effective July 1, 2019.

Funds are payable from the Development and Enhancement Fund to the Department of Finance and Administration - Disbursing Officer.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all applicable fiscal control regulations.

Declares an emergency effective July 1, 2019 to ensure immediate funding for agency operations; approved March 1, 2019.
