Adds a new category to Arkansas Code § 20-9-602 authorizing local educational agency liaisons under the federal McKinney-Vento Homeless Assistance Act to consent to medical treatment for homeless minors.

Liaison authority applies only when the minor patient meets the federal McKinney-Vento definition of homeless, is not in parental or guardian care, and is not in Department of Human Services custody.

Declares an emergency clause finding that homeless children and youths lack necessary medical care and treatment, and that the state has an interest in their health.

Emergency provision makes the act effective immediately upon gubernatorial approval, expiration of veto period, or veto override.
