Establishes subcontractor registration with the Contractors Licensing Board as an alternative to subcontractor licensing, eliminating the subcontractor licensing requirement.

Allows applicants to submit a surety bond in lieu of a financial statement, with the bond amount set at 10 times the required net worth for the applicant's classification.

Authorizes emergency suspension of a contractor's license or registration (up to 30 days, non-renewable) without a hearing when abuse, neglect, or exploitation of endangered or impaired persons is found.

Restructures contractor licensing violations as Class A misdemeanors with each day of activity constituting a separate offense, and allows the Contractors Licensing Board to issue rules for subcontractor registration fees and civil penalties.

Effective July 1, 2020.
