Amends Arkansas Code § 18-44-117 to modify requirements for filing mechanic's and materialman's liens with circuit court clerks within 120 days of work completion.

Requires lien accounts to include a correct property description verified by affidavit, specifying that a street address alone is insufficient for real property.

Requires affidavit of notice to include a sworn statement of compliance with notice provisions, copies of applicable notices given, and proof of service documentation.

Changes filing fee requirement from a flat $3.00 fee to the fee required by § 21-6-306, to be taxed and collected as other costs if suit is filed on the lien.

Clarifies that circuit court clerks shall refuse to file lien accounts that do not contain all required affidavits and attachments.
