Adds a "conscience clause" to Arkansas Code allowing child welfare agencies to refuse participation in child placements that violate their sincerely held religious beliefs.

Prohibits state agencies and political subdivisions from denying, suspending, or revoking licenses, permits, or authorizations to child welfare agencies based on their refusal to participate in placements conflicting with their religious beliefs.

Prevents child welfare agencies from being denied grants, contracts, or participation in local government programs due to their decision to refrain from placements violating their sincerely held religious beliefs.

Protects child welfare agencies from civil fines, adverse administrative action, or legal claims based on their refusal to participate in placements that conflict with their religious beliefs.

Allows child welfare agencies to assert violations of these protections as claims or defenses in judicial or administrative proceedings against state government.
