Removes obsolete language from Arkansas Code § 1-2-124(c) regarding state agency review of administrative rules, including deletion of the January 1, 2012 deadline for completing such reviews.

Designates the Arkansaurus fridayi as the official state dinosaur of Arkansas.

Clarifies that state agencies and offices are not required to republish existing materials to include the state dinosaur designation, but may include it in future publications or scheduled updates.

Establishes that this act makes only technical, not substantive, changes to the Arkansas Code and does not repeal other acts from the 92nd General Assembly regular session.
