Amends Arkansas Code § 5-65-309(c) to replace references to "a person" with "an underage person" in the Underage Driving or Boating Under the Influence Law to conform usage with defined terms.

Amends Arkansas Code § 5-71-213(a) and (b) concerning loitering offenses to clarify references by changing "the other" to "another" person in subsections describing harassment or threatening behavior.

Amends Arkansas Code § 5-77-201(e) to repeal the unused definition of "Illegitimately" that included violating state or federal law in the section on unlawful possession, purchase, sale, or transfer of blue lights or blue lens caps.

Establishes legislative intent that the act makes only technical, not substantive, changes to the Arkansas Code of 1987 and does not expressly or impliedly repeal other acts from the 92nd General Assembly's regular session.
