Amends Arkansas Code § 9-28-402(17)(B) to clarify that "provisional foster home" health and safety checks include a Child Maltreatment Central Registry check and either a criminal background check or a check with local law enforcement for the relative's or fictive kin's home.

Amends Arkansas Code § 9-28-402(17)(C) to expand the definition of "provisional foster home" to include fictive kin alongside relatives, requiring visual inspection to verify the home meets standards for opening a regular foster home.

Establishes legislative intent that the act makes only technical, not substantive, changes to the Arkansas Code of 1987.

Specifies that in case of conflict with other acts passed during the 92nd General Assembly's regular session, those other acts shall be treated as subsequent legislation and given full force and effect.
