Clarifies probation and record sealing provisions for first-time felony offenders under Arkansas Code § 16-93-303(a)(1), specifying that fines up to $3,500 or court costs do not negate eligibility benefits.

Adds serious felonies and felonies involving violence under § 5-4-501 to the list of offenses ineligible for record sealing, including sex offender registration offenses, public sexual indecency, indecent exposure, bestiality, and exposure to HIV.

Amends Arkansas Code § 16-100-209(a) to clarify the reference to fees that mental health specialty court program participants must pay to the Department of Community Correction.

Amends Arkansas Code § 16-123-330(c) to clarify that an aggrieved person may intervene in fair housing civil actions.

Establishes legislative intent that the act makes only technical corrections and shall not repeal or substantively change the Arkansas Code of 1987, with regular session acts taking precedence in case of conflicts.
