Amends Arkansas Code § 19-3-606(a) to correct references regarding the Treasurer of State's authority to loan securities when collateralized by at least 102% of the security's full market value.

Amends Arkansas Code § 19-4-1601 to reconcile the Regular Salary Procedures and Restrictions Act with § 21-5-101 and clarifies language regarding employee compensation limits, salary increases, and allowances.

Amends Arkansas Code § 19-5-1096(a) to update references to the Arkansas Real Property Reappraisal Fund and consolidates duplicate statutory provisions.

Repeals Arkansas Code § 19-5-1141 (Health Care Independence Program Trust Fund) because the fund expired January 1, 2017, and repeals § 19-5-1207 because the Arkansas Real Property Reappraisal Fund is duplicatively codified.

Amends Arkansas Code § 19-5-1210(b) to replace reference to the abolished Temporary Assistance for Needy Families Oversight Board with the Arkansas Workforce Development Board and corrects a reference in § 19-5-1250(c) regarding the Open Enrollment Public Charter School Capital Grant Program Fund.
