Amends Arkansas Code § 21-4-214(d)(1)(A) to close an eligibility gap for catastrophic leave by changing the requirement from "more than one (1) year or more" to "one (1) year or more" for state employees and from "more than two (2) years" to "one (1) year or more" for previously employed public school or higher education employees.

Revises Arkansas Code § 21-4-214(d)(2) to restructure language regarding catastrophic leave for maternity purposes to make it consistently parallel with other subsection provisions, applying to female employees after birth of a biological child or placement of an adoptive child.

Amends Arkansas Code § 21-5-101 to reconcile language with § 19-4-1601 by referencing both sections as the "Regular Salary Procedures and Restrictions Act" and updating constitutional citations to include Arkansas Constitution, Article 19, § 31.

Updates terminology throughout § 21-5-101 to replace "salary" with "pay level" and "frequency with" with "procedures by" for consistency and clarity regarding salary procedures for state employees and positions.

Includes legislative intent statement affirming that this act makes only technical, not substantive, changes to Arkansas Code and that it does not repeal other acts from the 92nd General Assembly.
