Establishes maximum of 12 regular employees for the Office of the Prosecutor Coordinator for fiscal year 2019-2020, including positions such as Prosecutor Coordinator, Deputy Prosecutor Coordinator, Attorney Specialists, and administrative staff.

Appropriates $1,143,405 from the State Central Services Fund for personal services and operating expenses, including $768,442 for regular salaries, $237,684 for personal services matching, $132,587 for operating expenses, and $4,692 for conferences and travel.

Appropriates $70,660 from the Law Enforcement and Prosecutor Drug Enforcement Training Fund for law enforcement and prosecutorial programs.

Requires all fund disbursements to comply with state procurement laws, accounting procedures, revenue stabilization laws, salary restrictions, and regulations of the Department of Finance and Administration.

Declares an emergency effective July 1, 2019, stating that the Constitution prohibits appropriations for more than one year and that immediate funding is essential for agency operations.
