Amends Arkansas Constitution Article 19, §§ 28-31 to authorize the Arkansas Code Revision Commission to make technical corrections and resolve conflicts when multiple acts amend the same constitutional provision during a single legislative session.

Grants the Code Revision Commission authority to correct spelling, capitalization, typographical errors, internal references, numbering, hyphenation, punctuation, and change gender-specific language to gender-neutral language without altering substance or meaning.

Requires the Code Revision Commission to file reports explaining revisions made to the Speaker of the House, President Pro Tempore of the Senate, and Governor, including amended text of affected constitutional provisions.

Amends Arkansas Constitution Amendment 89, § 11 and Amendment 98, § 23 to apply the same technical correction and conflict resolution procedures to acts amending those amendments.

Declares an emergency effective upon Governor's approval, allowing the act to apply to legislation enacted by the Ninety-Second General Assembly.
