Landfill permittees and solid waste transporters must submit quarterly reports and pay disposal and transportation fees to the Arkansas Department of Environmental Quality on January 15, April 15, July 15, and October 15 of each year.

Twenty-five percent (25%) of disposal fees from private industry landfills shall be deposited into the Marketing Recyclables Program Fund for the Compliance Advisory Panel's administration and duties.

Before disbursing moneys to regional solid waste management boards, the department shall deposit $150,000 annually into the Crime Information System Fund for the scrap metal logbook program and $300,000 annually into the Arkansas Unpaved Roads Program Fund.

Adds a definition of "person" to include individuals, municipalities, other governmental entities, and other entities recognized by law with rights and duties.

The act applies to annual disbursements beginning in fiscal year 2020.
