Changes "Early Childhood" to "Elementary education (K-6)" in the list of core teacher licensure content areas.

Authorizes the State Board of Education to promulgate rules allowing reinstatement of revoked teaching licenses, including application requirements and evidence standards for determining rehabilitation, restitution, fitness to return to education, and lack of threat to students and employees.

Requires individuals whose licenses were revoked following ethics complaints to release confidential information regarding the complaint upon applying for reinstatement.

Sets mandatory waiting periods before reinstatement eligibility: 10 years for felony disqualifying offenses or ethics violations, and 5 years for all other reasons.

Permanently prohibits reinstatement of licenses revoked due to physical or sexual injury, physical or sexual abuse, physical mistreatment resulting in death, or sexual mistreatment of another person.
