Amends Arkansas Code § 6-20-107(b) to allow the Department of Education and public school districts to cover educational costs for students placed in out-of-state residential or inpatient facilities located in bordering states, subject to physician certification that the placement is medically necessary and most appropriate.

Requires that the juvenile's physician determine at the time of placement that the out-of-state placement is medically necessary and the most appropriate placement available.

Mandates that the Department of Education authorize and approve the educational program and facilities before placement occurs, or the department shall not be responsible for educational or related costs.

Limits payment for out-of-state placements to 20 students at any one time during a calendar year, unless the student qualifies as disabled under the Individuals with Disabilities Education Act and payment is required under that Act.

Makes payment subject to the availability of department funding.
