Director of State Highways and Transportation must present all draft legislation to the State Highway Commission for recorded vote approval by December 1 preceding each regular legislative session.

The presentation meeting must be conducted as an open public meeting in accordance with the Freedom of Information Act of 1967.

Director or designee must report the approved legislative package to the Legislative Council at its December meeting.

Department may introduce additional draft legislation not previously presented if the commission finds imminent peril to public health, safety, or welfare or federal compliance requires it, and votes on the need in an open public meeting.

Director must report the commission's determination on any additional legislation and provide copies to the President Pro Tempore of the Senate and Speaker of the House of Representatives.
