Allows bicyclists approaching stop signs to slow down and cautiously enter intersections without stopping, provided they yield to pedestrians and other traffic lawfully using the intersection.

Permits bicyclists at steady red traffic control lights to proceed through with caution after meeting safety requirements, including making right-hand turns without stopping after slowing to reasonable speed or left-hand turns onto one-way roads after stopping.

Defines "bicycle" as a human-powered vehicle with two or more wheels designed for one or more persons and used on public roads, bicycle paths, or rights-of-way.

Defines "immediate hazard" as a vehicle approaching a bicyclist at proximity and speed sufficient to indicate danger of collision or accident.

Amends Arkansas Code § 27-49-111 to clarify that persons riding animals or driving animal-drawn vehicles on highways have the same rights and duties as vehicle drivers.
