Appropriates $1,914,092 to the Department of Finance and Administration - Alcoholic Beverage Control Enforcement Division for fiscal year 2019-2020, payable from the Miscellaneous Agencies Fund Account.

Establishes maximum of 27 regular employees including 1 ABC Enforcement Director (Grade GS15), 4 ABC Enforcement Officer Supervisors (Grade GS07), 21 ABC Enforcement Officers (Grade GS05), and 1 Administrative Specialist III (Grade GS04).

Allocates $1,269,500 for regular salaries, $444,592 for personal services matching, $175,000 for operating expenses, and $25,000 for conferences and travel.

Requires all fund disbursements to comply with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws.

Declares an emergency effective July 1, 2019, citing the constitutional prohibition on appropriations exceeding one year and the essential need for agency operations.
