Appropriates $5,000 to the Arkansas Department of Emergency Management from the Miscellaneous Agencies Fund Account for expense reimbursements of the Arkansas Fire Protection Services Board for the fiscal year ending June 30, 2020.

Requires all disbursements to comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and other applicable state fiscal control laws and regulations.

Specifies that funds must be disbursed in compliance with stated reasons for the appropriation as documented in budget manuals, letters, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.
