Repeals Arkansas Code § 6-17-111(a)(3), eliminating the exemption from duty-free lunch period requirements for school districts that have collectively negotiated contracts through local teachers' associations.

Repeals Arkansas Code § 6-17-114(a)(2)(C), eliminating the exemption from daily planning period requirements for school districts that have collectively negotiated contracts through local teachers' associations.

Repeals Arkansas Code § 6-17-202(a), which previously allowed school districts to opt out of personnel policy provisions if they officially recognized organizations representing the majority of teachers for negotiating personnel policies, salaries, and educational matters.

Amends Arkansas Code § 6-17-202 to establish a right for teachers to join professional organizations and prohibits school district boards from taking actions that interfere with, restrain, or coerce teachers in exercising this right.

Repeals Arkansas Code § 6-17-209(f), which previously allowed teachers from consolidated districts to elect whether to be governed by negotiated personnel policies or continue under their existing contracts.
