AR SB395

Adds Arkansas Code 9-28-411 establishing that a child welfare agency is deemed to have not "received" a child when placing that child in a foster home for purposes of subchapter and Child Welfare Agency Review Board rules.

Applies this definition regardless of whether the foster parent receives compensation from the child welfare agency or whether the agency owns the home where the child is placed.

Defines a foster home as the private residence of the foster parent that is independent of the child welfare agency.
