Authorizes the Arkansas State Game and Fish Commission to issue lifetime hunting licenses, lifetime fishing licenses, and lifetime combination hunting and fishing licenses to eligible disabled veterans for $1.50 each (or $52.50 for the combination license).

Defines "disabled veteran" as a state resident determined by the U.S. Department of Veterans Affairs to be 100% totally and permanently disabled, or with a 70% or higher service-connected disability rating, or a 50% or higher rating with a Purple Heart medal.

Requires disabled veterans to apply to the commission, furnish verification information, and pay the applicable fee to obtain a lifetime license.

Specifies that all issued lifetime licenses shall be in the same form as regular licenses and plainly stamped "DISABLED VETERAN" or "DISABLED VETERAN — PURPLE HEART".

The lifetime combination hunting and fishing license includes a lifetime trout stamp and a lifetime state duck stamp for $52.50.
