Establishes maximum of 60 regular employees for the Office of the Governor for fiscal year 2019-2020, with positions ranging from Executive Secretary (Grade SE01) to Administrative Assistant I (Grade GS06).

Authorizes up to 7 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $5,833,914 from the State Central Services Fund for personal services and operating expenses, including $4,086,684 for regular salaries, $8,789 for extra help, and $1,262,535 for personal services matching.

Appropriates $500,000 from the Miscellaneous Revolving Fund for Governor's Emergency Proclamation purposes under Arkansas Code 19-2-404.

Permits the Office of the Governor to exceed maximum salary levels by up to 20% for no more than one-third of authorized positions with approval from the Arkansas Legislative Council or Joint Budget Committee.
