Removes the prohibition on firearms specially made or specially adapted for silent discharge (suppressors) from Arkansas criminal law, provided they comply with the National Firearms Act, 26 U.S.C. §§ 5801-5861, as of January 1, 2019.

Adds a legal exception allowing possession, use, making, repairing, and sale of suppressors that comply with federal law and applicable federal regulations.

Renumbers existing prohibited weapon categories in Arkansas Code § 5-73-104 and related sections to reflect the removal of the silent discharge firearm prohibition.

Updates penalties in multiple sections (§ 5-73-109, § 5-73-129, § 5-73-132) for furnishing prohibited weapons to minors and felons by removing references to firearms adapted for silent discharge.
