Amends Arkansas Constitution, Amendment 100 to require a voter referendum in Pope County before the Arkansas Racing Commission can accept casino license applications in that county

Establishes that an election on casino gaming in Pope County shall be called upon submission of a petition with signatures from at least 10% of qualified electors who voted in the last gubernatorial election, with the petition submitted at least 4 months before a general election

Prohibits subsequent elections on the same issue within 10 years of the previous election date

Contains a legislative intent section arguing that the General Assembly may amend constitutional amendments with a two-thirds vote in each house, attempting to challenge prior Arkansas Supreme Court precedent

Declares an emergency clause to make the act effective immediately to prevent casino applications before Pope County voters can decide the issue
