Appropriates $20,000,000 to the Arkansas Department of Environmental Quality for contractual services related to hazardous waste cleanup, payable from the Hazardous Substance Remedial Action Trust Fund, supplemental to Act 254 of 2018.

Authorizes the ADEQ director to request a loan of up to $10,000,000 from the Budget Stabilization Trust Fund to the Hazardous Substance Remedial Action Trust Fund, with full repayment required by June 30, 2023.

Requires ADEQ to report quarterly (October 15, January 15, April 15, and July 15) to the Arkansas Legislative Council or Joint Budget Committee on hazardous waste cleanup efforts at the Trafalgar Road site in Bella Vista, including funds expended, sources of funds, estimated totals, completion dates, and cost recovery efforts.

Declares an emergency clause to provide necessary funding for ADEQ to continue essential governmental services due to insufficient appropriations from unforeseen circumstances.
