Repeals Arkansas Code Title 17, Chapter 20 (Arkansas Barber Law) and abolishes the State Board of Barber Examiners effective January 1, 2020, as part of occupational licensing reform efforts.

Transfers regulation of barbering to the Department of Health under cosmetology laws, requiring barbers to register with the department and post a $2,000 bond but eliminating licensure requirements.

Allows barbers licensed before January 1, 2020, to renew their licenses without continuing education requirements, and permits them to transfer educational credits toward a cosmetology license.

Amends cosmetology law to define barbering as distinct from cosmetology, excluding chemical processes from barbering practice and clarifying what constitutes barbering services.

Permits currently licensed cosmetologists to practice barbering without additional registration, and exempts barbers from cosmetology regulations insofar as their usual and ordinary vocation is concerned.
