Appropriates $4,856,000 from the Development and Enhancement Fund to the Department of Education - Educational Television Division for maintenance of broadcast infrastructure, network distribution systems, and operating expenses.

Authorizes the division to accept grants, donations including Federal funds, and use unobligated cash income to supplement state funds for project financing.

Requires strict compliance with state purchasing, accounting, budgetary procedures, revenue stabilization, and fiscal control laws in disbursement of appropriated funds.

Directs that funds be used in compliance with stated reasons in budget manuals, agency requests, executive recommendations, and legislative recommendations from the Joint Budget Committee.

Makes the act effective July 1, 2019 under emergency clause, finding that annual appropriation requirements and immediate funding are essential to agency operations.
