Appropriates $10,000,000 to the Department of Education - Arkansas School for the Blind from the Development and Enhancement Fund for maintenance, renovation, equipping, construction, acquisition, improvement, upgrade, and repair of real property and facilities.

Allows the school to accept and use grants, donations, and Federal funds to supplement State Treasury funds, but prohibits using existing Maintenance and General Operations appropriations for capital improvement purposes.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursing funds.

Directs that funds be used in compliance with the stated reasons in Agency Requests, Executive Recommendations, Legislative Recommendations, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective July 1, 2019, citing the constitutional limit on appropriations to one year and the essential nature of the funding for agency operations.
