Senate Bill 415 Summary

• Appropriates $5,000,000 from the Educational Buildings Maintenance Fund to the Department of Education for maintenance, repairs, renovations, and operations of four buildings located in the Capitol Complex.

• Covers financing for building and grounds maintenance, equipment maintenance contracts, insurance, janitorial services, major maintenance costs, and improvements to the Capitol Complex facilities.

• Permits the Department to supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income to finance project costs.

• Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws during fund disbursement.

• Becomes effective July 1, 2019 under an emergency clause necessary for essential governmental operations.
