Appropriates funds from the Development and Enhancement Fund to 11 Arkansas higher education institutions for capital improvement projects, construction, renovations, equipment, and maintenance.

Arkansas State University receives $15,000,000 for general improvements plus $11,589,705 for specific projects including engineering building construction ($1,093,847), library HVAC renovation ($2,822,705), and critical/deferred maintenance.

Arkansas Tech University receives $15,000,000 for general improvements plus $10,946,026 for specific projects including student union construction ($3,500,000) and campus entrance construction ($1,928,302).

University of Arkansas receives $15,000,000 for general improvements plus additional funding for student success center construction ($5,000,000), research laboratory building ($3,000,000), and various infrastructure upgrades across its system campuses.

Other institutions (Henderson State, Southern Arkansas, UAMS, UA-Little Rock, UA-Monticello, UA-Pine Bluff, UA-Fort Smith, and University of Central Arkansas) receive appropriations ranging from approximately $3 million to $15 million for construction, renovations, critical maintenance, deferred maintenance, and equipment purchases; act becomes effective July 1, 2019.
