AR SB42

Establishes a maximum of 115 regular employees for the Workers' Compensation Commission for fiscal year 2019-2020, including 1 Chairman, 2 Commissioners, 1 Chief Executive Officer, and various administrative and legal staff positions.

Authorizes up to 2 part-time or temporary employees ("Extra Help") at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $11,256,520 from the Workers' Compensation Fund for administration, including $6,661,185 for regular salaries, $2,125,040 for personal services matching, and operating expenses.

Appropriates $21,550,000 from the Death and Permanent Total Disability Trust Fund for refunds and death/total disability claims, plus $500,000 for second injury claims from the Second Injury Trust Fund.

Appropriates additional funds for building maintenance and repairs ($150,000), seminars and scholarships ($140,000), and grants authority to invest funds and transfer between trust funds with Chief Fiscal Officer approval.
