Appropriates $510,000 from the Development and Enhancement Fund to the Department of Human Services - Division of County Operations for replacement of computer system equipment at field offices.

Appropriates an additional $510,000 from federal funds designated by the Chief Fiscal Officer for the same computer system equipment replacement project.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows institutions to accept grants, donations, and federal funds to supplement appropriated amounts.

Requires strict compliance with state purchasing, accounting, budgetary procedures, and fiscal control laws in disbursement of funds unless otherwise specified by law.

Takes effect July 1, 2019 under emergency clause due to constitutional restrictions on multi-year appropriations and essential need for agency operations.
