Appropriates $11,000,000 from the Development and Enhancement Fund to the Department of Health for maintenance, renovation, equipping, construction, acquisition, improvement, upgrade, and repair of real property and facilities.

Appropriates $75,000 from the Development and Enhancement Fund for grants supporting education, training, personal services, and other related expenses for epilepsy training and services.

Permits the Department of Health to accept and use grants, donations, and Federal funds to supplement State Treasury funds for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all applicable fiscal control laws in disbursing funds.

Declares the Act effective July 1, 2019 as an emergency measure necessary for the operation of the Department of Health and provision of essential governmental programs.
