Appropriates $1,500,000 from the Development and Enhancement Fund for maintenance of residential facilities operated by the Division of Youth Services.

Allocates $3,700,000 for surveillance system upgrades at five facilities: Harrisburg, Lewisville, Mansfield, Dermott, and Arkansas Juvenile Assessment and Treatment Center.

Authorizes $480,000 for generator purchases and $800,000 for building removal at Mansfield and Arkansas Juvenile Assessment and Treatment Center facilities.

Provides $30,000 for Sally Port Gate improvements at Dermott facility and $50,000 for road improvements at Mansfield facility.

Effective July 1, 2019, with provisions allowing agencies to supplement state funds with federal grants, donations, and unobligated cash income for project financing.
