Appropriates $2,000,000 to the Arkansas Public Defender Commission from the Development and Enhancement Fund for expenses related to resentencing of juveniles sentenced to mandatory life without parole for fiscal year ending June 30, 2020

Prohibits contracts or obligations in excess of available State Treasury funds, but allows the Commission to supplement with grants, donations, Federal funds, and unobligated cash income

Restricts use of appropriated funds to stated purposes only and prohibits diversion of Maintenance and General Operations funds to other uses

Requires all disbursements to comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations

Declares an emergency effective July 1, 2019 to ensure immediate funding for agency operations, as the Arkansas Constitution prohibits appropriations for periods exceeding one year
