Appropriates $30 million from the Development and Enhancement Fund for grants and loans to state agencies, nonprofits, fire departments, counties, and municipalities for public buildings, parks, libraries, recreation centers, and cemeteries.

Allocates $7 million for bond payments on economic development projects authorized under Amendment 82 to the Arkansas Constitution.

Provides $75 million to the Economic Development Incentive Quick Action Closing Fund for business attraction and economic development incentives.

Appropriates $37.5 million from the Economic Development Incentive Fund for financial incentives to companies locating new facilities or expanding existing facilities in Arkansas.

Appropriates funds for infrastructure ($22 million), public safety grants ($10 million), workforce training ($3 million), grant matching funds ($10 million), and airport improvements ($100,000), effective July 1, 2019.
