Appropriates $41,374 in supplemental funds to Arkansas State University - Beebe for fiscal year 2018-2019, payable from the ASU-Beebe Fund for operating expenses.

Funds supplement the appropriation made in Section 3 of Act 115 of 2018 and are allocated entirely to operational expenses with no amounts designated for conferences, travel, professional fees, capital outlay, or data processing.

Requires all fund disbursements to comply with state procurement laws, accounting procedures, revenue stabilization laws, salary restrictions, higher education expenditure restrictions, and other applicable fiscal control laws.

Declares an emergency due to unforeseen circumstances making originally appropriated funds insufficient for ASU-Beebe to continue essential governmental services.

Becomes effective immediately upon passage and approval, or upon veto override by the legislature.
