Appropriates $172,111 to the University of Central Arkansas for regular salaries in fiscal year 2018-2019, supplementing funds from Act 116 of 2018.

Funds shall be paid from the University of Central Arkansas Fund and used only for personal services as authorized.

Disbursement must comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, Higher Education Expenditures Restrictions Act, and Department of Finance and Administration regulations.

Legislative intent specifies funds must be used according to reasons documented in budget manuals, agency requests, executive recommendations, and legislative testimony before the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective immediately upon passage and approval due to unforeseen circumstances requiring the supplemental funds for University of Central Arkansas to continue essential governmental services.
