Prohibits cultivation facilities, dispensaries, and processors from manufacturing medical marijuana products in non-childproof packages or containers likely to appeal to minors based on shape, color, taste, or design.

Bans products modeled after noncannabis products marketed to children, products shaped like animals or characters, and products resembling common retail candies, cookies, cakes, pastries, chewing gum, and brownies.

Prohibits applying cannabinoid concentrates or extracts to trademarked or branded food, candy, or beverages that are commercially available without cannabis and commonly sold in retail individually packaged portions.

Requires the Alcoholic Beverage Control Division to promulgate rules implementing these prohibitions by January 1, 2020, or as soon as practicable after approval under § 10-3-309 if approval has not occurred by that date.

Directs the division to file proposed rules with the Legislative Council sufficiently in advance of January 1, 2020, for consideration and approval before that deadline.
